Overseas Citizenship of India (OCI)

General Information

The Government of India decided to grant Overseas Citizenship of India (OCI) commonly known as ‘dual citizenship’ to the Persons of Indian Origin (PIOs) who migrated from India and acquired citizenship of a foreign country other than Pakistan and Bangladesh, as long as their present country allows dual citizenship in some form or the other under their local laws. The Constitution of India does not allow holding Indian citizenship and citizenship of a foreign country simultaneously.

An Individual registered as OCI is eligible to apply for grant of Indian citizenship under section 5(1) (g) of the Citizenship Act, 1955 if he/she is registered as OCI for five years and has been residing in India for one year out of the five years before making the application.

In case applicants applying for OCI based on parents Indian origins. Then, one of the parents needs to be an foriegn National in order to be eligble for OCI

Jurisdiction

(1). Long Term Visa/OCI/PIO- FC4 Category- applicant must provide landing paper to prove whom has sponsored the applicant.
(2). We can ask up to 3 generations.
(3). If applicant will not be able to provide far back proof, they are required to submit a letter from CIC Refugee Board stating that they have not applied for Refugee Status in Canada.atip@irb-cisr.gc.ca

The following benefits will accrue to an OCI:

  1. A multiple entry, multi-purpose lifelong visa for visiting India.
  2. Exemption from registration with the local police authorities for any length of stay in India.
  3. Parity with Non-Resident Indians (NRIs) in respect of economic, financial and educational fields, except in relation to acquisition of agricultural or plantation properties.
  4. Parity with Non-Resident Indians (NRIs) in respect of -
    a) entry fee to be charged for visiting the national monuments, historical sites and museums in India
    b) pursuing the following professions in India, in pursuance of the provisions contained in the relevant Acts, namely, doctors, dentists, nurses and pharmacists; advocates, architects, chartered accountants,
    c) to appear for the All India Pre-medical Test or such other tests to make them eligible for admission in pursuance of the provisions contained in the relevant Acts.

    Any other benefits to OCIs will be notified by the Ministry of Overseas Indian Affairs (MOIA) under Section 7B (1) of the Citizenship Act, 1955.

Benefits to which OCI is not entitled to:

  1. To be a member of a Legislative Assembly or of a Legislative Council or of the Parliament of India,
  2. To hold Indian constitutional posts such as that of the President, Vice President, Judge of the Supreme Court or High Court etc.
  3. He/she cannot normally hold employment in the Government


Note: As per Indian Mission Officer’s directions, BLS Intl. Submission Officer may request for additional documentation, which is not mentioned in the checklist, at the time of submission or during the processing of the application. If applicant needs to be contacted by HCI / CGI or BLS Intl.: Kindly ensure that you provide the current contact number and email address in your application form to avoid any delays.

Rules and regulation of Overseas Citizenship of Indian (OCI) process are subject to change by Indian Mission without any prior intimation to the applicant.

The decision to grant or refuse Overseas Citizenship of Indian (OCI) service is made solely by the officers at Indian Mission. BLS Intl. has no influence over the outcome of an application.

Documents Requirements

  1. Online Registration (Using Microsoft Internet Explorer only): The OCI Application is in two parts, Part A and Part B. Part A MUST be submitted on-line by visiting the link - click here. Alternatively, the Form can also be submitted online on the Ministry of Home Affairs website http://www.mha.nic.in/  at "Online Registration" on the “OCI Scheme” page.
  2. Part A is tamper proof. Once Part A has been submitted online the applicant cannot make any changes to it. Please ensure that all information is filled in carefully and tallies with the supporting documents (e.g. Indian passport, Landing Certificate and Canadian passport). In case of any mistake, applicant should submit Part A again by filling the correct information.
  3. Part B cannot be filled online. It is meant for all members of the family, not exceeding four including the applicant. In case a family exceeds four members, separate individual applications must be submitted for others. Part B of the form should be filled either by hand in legible CAPITAL LETTERS or typed. Additional sheets can be used in case the space provided in the OCI application form is insufficient.
  4. 1 current photograph of size 51mm X 51mm for each applicant to be pasted on Part A of the application. For specification: Click here
  5. Both Part A and Part B are required to be submitted along with all documents mentioned in the Check-list. When the application is submitted complete with all required documents a web reference number will be issued for future reference and online tracking. Kindly note that this reference number is NOT the one generated at the time of online submission of Part A.
  6. All documentation mentioned in OCI Checklist (Note: duly filled and signed by applicant for each application)

Processing Fee

Please note that the fees / processing charge are non-refundable and non-transferable.

Mode of payment:

1)   In Person:

Two separate payments required required of OCI application as per the direction of HCI / CGI.

Step 1:

A) For Ottawa & Toronto Jurisdiction only: Draft or money order in favor of "High Commission of India - Ottawa" (For Ottawa Jurisdiction) or "The Consulate General of India - Toronto" (For Toronto Jurisdiction) Note: Fees payable under this draft / money is for Consular fees + Consular Surcharge fee only).

B) For Vancouver Jurisdiction: OCI fee will not be in form of demand draft. OCI fee will be payable to BLS International Services Canada Inc. by cash or debit at the centers. " (For Vancouver Jurisdiction) OCI fee in debit or cash would be acceptable from June 01, 2014 onwards only.

Note: Fees payable under this draft / money is for CGI Consular fees (As mentioned in fees chart for Vancouver Jurisdiction.

Step 2:
In favor of BLS International Services Canada Inc. via

  1. Cash (Applicant are requested to get exact cash as per number of applications)
  2. Debit Card - (Interac)

Note:

A)   For Ottawa & Toronto Jurisdiction: Fees payable under this section is for BLS Processing fee + Courier fee only

A)   For Vancouver Jurisdiction: Fees payable under this section is for CGI Consular Surcharge + BLS Processing fee + Courier fee only. OCI fee in debit or cash would be acceptable from June 01, 2014 onwards only.

2)   Postal Applications:

    Two separate Draft or Money order payments required of OCI application as per the direction of HCI / CGI.

    Step 1:

    A)   For Ottawa & Toronto Jurisdiction only: Draft or money order in favor of "High Commission of India - Ottawa" (For Ottawa Jurisdiction) or "The Consulate General of India - Toronto" (For Toronto Jurisdiction) Note: Fees payable under this draft / money is for Consular fees + Consular Surcharge fee only).

    A)   For Ottawa & Toronto Jurisdiction: Fees payable under this section is for BLS Processing fee + Courier fee only

    B)   For Vancouver Jurisdiction: Fees payable under this section is for CGI Consular Surcharge + BLS Processing fee + Courier fee only.

  1. Kindly do not enclose any cash in your postal application envelope. BLS will not be responsible for the loss of cash or the postal orders.
  2. Postal applications can be sent only to the Ottawa, Brampton and Vancouver application Service Centers.

Please note that postal applications will not be processed until the correct fee + consular surcharge fee, service charge and courier is paid.

Courier delivery:

Upon availing courier service, the processed documents will be delivered at your doorstep. This service can be requested while submitting the applications in the visa application center or postal submission & return courier service for a small additional cost (On selecting the courier service: The courier service fee (taxes included) would need to be added along with the above fee chart total. In case applying via postal the courier service fee applicant will need to be added into the same Bank draft or Money order amount).

Processing Time

Please be advised that the estimated processing times are mentioned below. However, how long an application will take to process is also dependent on the following factors such as; the city the application was submitted in, in which city or country was the previous / old passport issued, your current visa status and etc. The estimated processing time mentioned below does not include the time that the courier company will take to deliver the passport. Please keep in mind that incomplete applications will lead to a delay in the processing of an application, and all applicant(s) are requested to comply with any changes that may occur during this time.

You are requested to make your travel arrangements only after receiving relevant service. BLS/HCI/CGI will not be liable for any claims of inconvenience or penalties should applicant need to make changes to their travel plans owing to the delays and/or any inconvenience caused due to any rejections.

Note: Applications sent by post will take additional 3-4 working days for processing.

Note:

  1. Processing time mentioned above is an approximate estimate from HCI / CGI. Therefore, BLS International has no influence on the processing time taking when under process at HCI / CGI, if crosses the normal processing time. Applicants are requested to not make a travel arrangement before receiving the valid visa.
    1. Applicants are requested to contact BLS helpline only if the normal processing time (working days) is exceeded. BLS International will in turn forward the information to HCI / CGI but in any case BLS International cannot guaranty the processing time that will be taken after normal processing time due to subject to clearance reason. Contact HCI / CGI procedure: Only after normal processing time has exceeded, applicant can contact the nearest Indian Mission via email for information beyond BLS International Service conditions (For more info: Visit Useful links on BLS Canada website). Note: HCI / CGI will not respond to emails for information processing time, if the application has not exceeded the normal processing time as stated above. HCI / CGI will make all affords to respond the applicant at the earliest (Respond time for the email from HCI / CGI is based on many factors at Indian Mission. Hence, BLS International cannot guaranty any turnaround time for email respond from HCI / CGI.
  2. Important note: The BLS International Call Centre or BLS International Centre in Canada is unable to take Courier redirection address request: Due to logistic reason: BLS International is unable to receive any request from applicant for re-directly of courier address after the application is process at the Centre (This is to avoid security risk of delivery of the passport) or cannot hold back the passport at the Centre under any condition. Applicant are requested to calculate the processing + dispatch of courier time or the above information highlighted on subject to clearance at HCI / CGI and provide a final address for receiving the passport in or out of province of Canada. Note: Under any condition: Original Passport or other original documentation + copies will not be dispatch out of Canada.
  3. Incomplete applications will lead to a delay in the processing of an application, and all applicant(s) are requested to comply with any changes that may occur during this time.
    Travel arrangements must be made only after receiving relevant service.
  4. BLS/HCI/CGI will not be liable for any claims of inconvenience or penalties should applicant need to make changes to their travel plans owing to the delays and/or any inconvenience caused due to any rejection

Note:An Application Form cannot be submitted at the Visa Application Centre on an applicant's behalf. It is recommended that you post/courier your application, as this will save your travel to and queuing time at the Centre.
